In Magnolia ISD they allow the students to have cell phones for "safety reasons", but these safety reasons are not specified to the students or parents. It goes on to say what they can not be used for and when they can not be used. This statement leaves a vague interpretation of when it is appropriate to ever use them. If the student is not allowed to use it during the instructional day, why allow them to have it at all? The part of the policy I did like was that it explained exactly what would happen when and if a student was caught with a cell phone, so there would be no questions by parents or students if they get caught using it in any of the ways mentioned. They should elaborate more on what THEY consider to be appropriate times to use the phones, because when it comes down to whether a student gets in trouble over the phone, it will be based on their interpretation of "safety reasons" that will be the one that counts. Unfortunately, with the amount of students that have cell phones in the district they have not found a way to incorporate them into their academic studies.
